VOCATIONAL TRAINING PROGRAMME (VTP)

The Governments of Lao PDR and Germany have decided to supplement the on-going Technical Assistance (TA) provided by GTZ in implementing the market and employment oriented Integrated Vocational Education and Training System (IVETS) by a Financial Cooperation (FC) component.

This FC component intends to increase the capacity of the vocational and teacher training institutions by their extension and modernisation, procurement of teaching equipment and training facilities.

The selected institutions (IVET Schools) prepared business plans for sustainable enhancement of selected training with state of the art equipment.

General Introduction

The Government of lao PDR, through its Ministry of Education (MoE), Department of Technical and Vocational Education, signed Financing and Separate Agreements with. The German Government through Kreditaufbau fur Wiederaufbau (KfW) on 5 April 2006 for VTP I, and on 9 April 2008 for VTP II.

The aim of the agreement is to supply Technical Assistance Programme by the German Agency for Technical Cooperation (GTZ) and the German Development Service (DED) supporting the implementation of a market and employment oriented Integrated Vocational Education and Training System (IVETS) The Financial Component, as part of the lao-German Cooperation on Human Resource Development for Market Economy (HRD-ME), intends to increase training capacities by constructing and extending modernizing-selected Vocational and Teacher Training Institutions (IVET). The activities to be rendered under the FC Programme comprise:

Construction (classrooms, dormitories, workshops, support buildings, infrastructures) for three schools under VTP I and VTP II each.
Procurement of equipment and teaching aids for the six IVET schools;
Consulting services for programme implementation.

Project Executing Agency (PEA) for VTP is MoE on behalf of the lao Government, Project Implementing Agency (PIA) is TVED. The Financial Component programme under KfW is implemented by GITEC Consult in association with BZB. Germany, and STS Consultants, Lao PDR, and -through the market and employment oriented IVET system - constitutes a formal cooperation project of German development agencies. (4) The FC programme's objective is to increase existing capacities in vocational and teacher training by financing the construction and outfitting of IVET schools in Northern provinces of Lao PDR. At present. the following NET schools are included:

VTP I: 1 school each in the provinces of Oudomxay, Phongsaly and Xiengkhouang;
VTP II: 1 school each in the provinces of Houaphan, Luang Namtha and Xayaboury.
